Conditional Release Component

 

The Conditional Release Component of Camp “Positive” Motivation Juvenile Rehabilitation Academy will provides intensive supervision to encourage the continuance of the residential program objectives. The Conditional Release Component involves the resident’s family and thecommunity (including the business community) to successfully reintegrate the recruit/resident back into society, promoting public safety. The Conditional Release Component is operated by members of Camp “Positive” Motivation Juvenile Rehabilitation Academy and is located on the grounds of Camp “Positive” Motivation Juvenile Rehabilitation Academy.

The program provides Conditional Release services for in jurisdiction youth who have successfully completed the Rehabilitation Academy and Transition Phases, depending on their entry status. The Conditional Release component lasts a minimum of three months and is monitored by one civilian administrator and eight case managers.

Conditional Release case managers are also responsible for case management requirements of all youth, regardless of their entry status, during the Rehabilitation Academy and Transition phases.

Conditional Release provides the following services:

* Individual career counseling

* Tutoring

* Individualized performance and family contract goals

* Mental health and substance abuse treatment

* Intensive supervision

* Family group meetings

* Parent/Guardian/family services

* Mentoring

* Community service through community projects

* Restitution

* Grants

* Partnerships

* Interagency agreements

* Advisory board

The goal for the Conditional Release component is to transfer responsibility for behavior and consequences back to the youth. Firm and consistent expectations are reviewed with the youth and family members. The Conditional Release component also identifies social needs and the level of potential criminal behavior existing when the youth is returned to the environment of the community, school, and family. This is accomplished be continually evaluating the youth’s personal responsibility for self-control, social decision-making, and problem solving skills in an uncontrolled environment. Conditional Release staff is trained to recognize and identify these needs and reinforce program components.

The Conditional Release component provides the youth and their families an opportunity to exhibit appropriate interaction with each other and the community. Through a process of intensive supervision, community support, and educational/vocational alternatives, the youth will be identifies and any relapse to criminal behavior or thinking will be confronted.

The success of the Conditional Release component largely depends upon:

* Early Inclusion of the case manager with treatment meetings during Rehabilitation Academy and transition.

* Access to familial information provided by internal staff and the Department of juvenile justice.

* On-going training in the areas of family systems, adolescent development, verbal de-escalation techniques, confrontation of criminal thinking behavior, and mandates by the Department of Juvenile Justice.

* The Conditional Release component’s partnership, utilization and knowledge of available community service organizations and resources for the youth and their family.

* Utilizing overlay services from the Rehabilitation Academy and Transition programs.

* Mentoring services from qualified volunteers.

With intensive supervision provided by the Conditional Release component, if a youth is still unable to accomplish goals successfully, the problem is identified quickly and, with the assistance of the Department of Juvenile Justice, the youth is scheduled for additional services and placement. The primary goal of this intensive supervision is to ensure public safety.

The Conditional Release component depends on existing overlay services of the Rehabilitation Academy and Transition programs for mental health education, and mentoring. Success of the Conditional Release component depends on existing community relationships, partnerships, and interagency agreements. These are essential to ensure continued support and success for youth and their families.
